IBSS is seeking a full-time Financial Management Support Specialist to support NOAA’s Northwest Fisheries Science Center Operations, Management and Information Division in Seattle, Washington. 

The Northwest Fisheries Science Center (NWFSC) studies living marine resources (e.g., salmon, groundfish, and killer whales) and their habitats in the Northeast Pacific Ocean-primarily off the coasts of Washington and Oregon and in freshwater rivers and streams in Washington, Oregon, Idaho, and Montana.

The Northwest Fisheries Science Center has a requirement that can provide financial management support and administrative/project support services at the Montlake Laboratory campus in Seattle, WA.

These services include: data call support; data entry into enterprise business software; business process/workflow documentation, improvement, and implementation; and customer service / communication support.

The specialist will work remotely initially but site visits will require the candidate to be located in the greater Seattle metro area.

Key Responsibilities:

  • Assist with the completion of data calls as needed, including: gathering data, tracking data call completion status, inputting responses into data call template, ensuring the final product is submitted to the appropriate requesting office.

  • Assist with inputting financial data into MARS on a daily basis, including: entering MARS commitments, checking MARS match error reports, running MARS reports to identify and resolve Undelivered Orders (UDO), adjusting MARS commitments to resolve match error reports, ensuring MARS entries align with CBS entries, adjusting MARS and CBS entries to ensure data from both systems match.

  • Run reports; complete data updates in enterprise business software (e.g.

    Document Level Adjustments (DLAs), Detail Labor Cost Adjustments (DLCAs), etc.).

  • Fill out all applicable data fields on contract invoice receiving reports; verify contract funding balance; send to appropriate Contracting Officer’s Representative (COR) for final signature.

  • Respond to email and phone calls, maintain a well-organized electronic file system for work products with final work products stored on file server, document financial services procedures using NWFSC Standard Operating Procedures template as requested.


REQUIRED Qualifications:

  • Works as a team member with expertise and advanced comprehensive knowledge of methodologies, principles and practices related to business or financial management disciplines.
  • Ability to provide support and completes research and analysis, gathers analysis and synthesizes information using evaluation and critical thinking skills.
  • Ability to organize, analyze, interpret, and evaluate financial and management data in the solution of financial management and accounting problems.
  • Ability to develop and document process flows ensuring continuous process/productivity improvement and compliance with standards throughout a project.
  • Ability to operate with considerable latitude for actions and decisions.

    Must have demonstrated ability to work independently or under only minimal direction.

  • Must be detail oriented, flexible, and have strong organizational skills and the ability to work in a fast-paced, high volume, tight deadline environment.
  • This position also requires demonstrated proficiency using commercial automated word processing and other systems.

    Good written and oral communication skills are required.

  • Bachelor’s degree in business, finance or a related field with four (4) years of experience.

    With at least ten (10) years of specialized experience, a degree is not required.

  • Candidates who have familiarity with Department of Commerce (DOC) enterprise business systems, such as, MARS, Commerce Business Systems/Data Warehouse are preferred.
