Principal Analyst – Independent Cost Estimating (ICE) (Mostly Remote)

This is a Full-time position in Cedar Rapids, IA posted December 14, 2021.

***This role will be ‘mostly remote,’ meaning that this individual will be working from home/remotely more often than not.

That said, this individual must reside within (or relocate to) the greater Cedar Rapids metro area, as there will be a requirement to be on-site periodically.
Provides authoritative technical/financial capability to all functions involved with bidding process and is an advisor to senior executives on program cost and schedule assumptions in both proposal and selected program estimate at completion (EAC’s)
Perform evaluations of contractual, technical, schedule and cost scope of work in relation to historical and / or standard benchmarks to form conclusions on risk related to assumed cost/schedule of the program bid position
Develop estimates and supporting rational for comparison with current cost proposals and EAC forecasts
Perform Excel-based computer modeling and cost/profit sensitivity analysis to prepare a range of possible outcomes in terms of total cost
Present verbal and/or written analysis to senior management in Contract Status Reviews and/or Bid Approval reviews
Interface with other Sector and business area ICE / Cost Estimating analysts to maintain depth of knowledge of business issues and ensure sharing of department best practices and lessons learned
Provide Cost Estimating support on assigned bids during times of increased bid activity
Support other Finance related tasks as needed
Required Education, Experience, & Skills
BS degree in relevant Finance or Technical discipline
6+ years of relevant business experience
Excellent data analytical skills
Superior communication skills both orally and written, examples include:
Ability to conduct one-on-one interviews with bid team to assess proposal/program scope and rationale for assumptions
Provide written and verbal communication to senior leaders to provide assessment with detailed evidence for position
Ability to question assumptions, understand technical complexities and translate that information into cost or risk impacts
Demonstrated strong team player who has ability to take unpopular positions and defend them
Demonstrated ability to work under time constraints and meet aggressive deadlines
Demonstrated self-starter with proven track record of achieving commitments
Program proposal, EAC, Life Cycle Management (including phase reviews) and earned value process experience
Demonstrated ability to make decisions using sound judgment while complying with policies, procedures and appropriate Accounting/Finance principles
Strong demonstrated command of Microsoft Office skills, including Excel, PowerPoint, Word
Preferred Education, Experience, & Skills
Knowledge of or experience with product development process, including business functions involved and their roles
Knowledge of or experience with product manufacturing process, including procurement/costing, standard cost, labor estimates, learning curves and process capabilities
Knowledge of Oracle, APEX, Windchill, HDA, ProPricer and Cobra IT Systems
Working knowledge of FAR, CAS, and Cost or Pricing Data (COPD) regulations
Aerospace/Maritime/Ground vehicle and/or Precision Guided Weapons industry experience
MBA or other applicable advanced degree
